LOS ANGELES ? A woman suspected of showering Black Friday shoppers with pepper spray surrendered to authorities but was released pending further investigation after she refused to discuss the incident, police said Saturday.
The woman, whose name was not released, is suspected of firing pepper spray into a crowd in order to clear a path to a crate of Xbox video game players that were being unwrapped late Thanksgiving night at a Walmart in the upscale Porter Ranch section of the San Fernando Valley.
The suspect got away in the confusion, and it was not known if she bought one of the Xboxes. Ten people suffered minor injuries from the spray and 10 others sustained cuts and bruises in the ensuing chaos.
"Last night at 8:30 the suspect involved in the pepper spray incident at the Porter Ranch Walmart turned herself in," police Sgt. Jose Valle said Saturday. She immediately invoked her right against self-incrimination, however, and refused to discuss the incident further.
Police released her pending further investigation.
Valle said investigators still have nearly a dozen witnesses to interview, including several spraying victims. He added it would likely be at least two days before an arrest in the case could be made.
If the woman who surrendered is indeed the person who sprayed the crowd she could face battery charges.
The attack took place about 10:30 p.m., shortly after the Walmart opened its doors for the traditional Black Friday sales that kick off the Christmas shopping season. A crowd of people had gathered to wait for store employees to unwrap the crate of discounted Xboxes.
The incident was one of several across the nation that marred this year's Black Friday.
In the most serious case, a robber shot a shopper who refused to give up his purchases outside a Walmart in the San Francisco suburb of San Leandro. The victim was hospitalized in critical but stable condition.
San Leandro police said the victim and his family were walking to their car around 1:45 a.m. Friday when they were confronted by a group of men who demanded their shopping items. When the family refused, a fight broke out, and one of the robbers pulled a gun and shot the man, said Sgt. Mike Sobek.

TRIPOLI, Libya (AP) ? Libya's transitional government was sworn in Thursday before the country's interim leader, another step in the oil-rich country's roadmap to elections next year.
Starting with Prime Minister Prime Minister Abdurrahim el-Keib, each minister faced the transitional council's leader, Mustafa Abdel-Jalil, placed his hand on a Quran and swore to "remain loyal to the goals" of the revolution that overthrew longtime leader Moammar Gadhafi.
Each shook Abdel-Jalil's hand as he stood in front of two national flags, and some also embraced him.
The country faces huge challenges now, but el-Keib said he and his ministers were "upbeat" and optimistic about leading Libya toward elections by next June.
"We are looking forward to having an exciting seven months ahead of us, with lots of things to do and hopefully good results," el-Keib said.
The lineup of relative unknowns, almost all of them older men, will confront daunting challenges, like establishing control over the fractured nation after the ousting of Gadhafi's 42-year regime, along with building up state institutions practically from scratch.
El-Keib pledged to represent the interests of all Libyans.
"I am a son of all Libyans," he said. "I will represent everyone and share wealth with everyone."
The transitional Cabinet includes 24 ministers, though several, including the defense minister, were missing from Thursday's ceremony. The prime minister explained that they were out of Tripoli, some of them attending to personal preparations in their hometowns before taking up their new posts.
Among the institutions that must be built is a justice system that will be able to put on trial two key members of the Gadhafi regime ? Seif al-Islam Gadhafi, the dictator's recently captured son and one-time heir-apparent, and the ex-intelligence chief Abdullah al-Senoussi.
The International Criminal Court has charged them both with crimes against humanity for alleged atrocities committed during the recent civil war.
Libyan authorities insist the be tried in Libya, and not at the court in The Hague, Netherlands, a decision aimed at asserting their national authority. However, they have promised to work with the ICC and with the United Nations in investigating the alleged crimes.
ICC prosecutor Luis Moreno-Ocampo told The Associated Press on Thursday that the court received the formal pledge of cooperation in a letter from Abdul-Jalil, the NTC chairman.
Moreno-Ocampo said he was satisfied with that move, which appeared to settle a dispute between the international court and Libyan authorities over which body should try Seif al-Islam Gadhafi.
Moreno-Ocampo said the most important thing is for "face of the old regime" to face justice.
It "is very important for the world and for Libya to understand what happened here, how they attacked these people, how they killed these people," Moreno-Ocampo said.
He said investigations are under way into the alleged crimes committed by Gadhafi's son and that he believed it would be ready for trial "in a few months."
Seif al-Islam was captured on Saturday and is being held by fighters from the Libyan town of Zintan, who flew him there after his arrest in the south. He appeared to be in good health despite a hand injury, according to the International Committee of the Red Cross, which visited him Tuesday.
Officials with the NTC have reported that al-Senoussi, the former intelligence chief, has also been captured. But some later cast doubt on that assertion, and his whereabouts are not known.

MOSCOW ? Russia threatened on Wednesday to deploy missiles to target the U.S. missile shield in Europe if Washington fails to assuage Moscow's concerns about its plans, a harsh warning that reflected deep cracks in U.S.-Russian ties despite President Barack Obama's efforts to "reset" relations with the Kremlin.
President Dmitry Medvedev said he still hopes for a deal with the U.S. on missile defense, but he strongly accused Washington and its NATO allies of ignoring Russia's worries. He said Russia will have to take military countermeasures if the U.S. continues to build the shield without legal guarantees that it will not be aimed against Russia.
The U.S. has repeatedly assured Russia that its proposed missile defense system wouldn't be directed against Russia's nuclear forces, and it did that again Wednesday.
"I do think it's worth reiterating that the European missile defense system that we've been working very hard on with our allies and with Russia over the last few years is not aimed at Russia," said Capt. John Kirby, a Pentagon spokesman. "It is ... designed to help deter and defeat the ballistic missile threat to Europe and to our allies from Iran."
White House spokesman Tommy Vietor said the United States will continue to seek Moscow's cooperation, but it must realize "that the missile defense systems planned for deployment in Europe do not and cannot threaten Russia's strategic deterrent."
But Medvedev said Moscow will not be satisfied by simple declarations and wants a binding agreement. He said, "When we propose to put in on paper in the form of precise and clear legal obligations, we hear a strong refusal."
Medvedev warned that Russia will station missiles in its westernmost Kaliningrad region and other areas, if the U.S. continues its plans without offering firm and specific pledges that the shield isn't directed at its nuclear forces. He didn't say whether the missiles would carry conventional or nuclear warheads.
In Brussels, NATO Secretary-General Anders Fogh Rasmussen said he was "very disappointed" with Russia's threat to deploy missiles near alliance nations, adding that "would be reminiscent of the past and ... inconsistent with the strategic relations NATO and Russia have agreed they seek."
"Cooperation, not confrontation, is the way ahead," Rasmussen said in a statement.
The U.S. missile defense dispute has long tarnished ties between Moscow and Washington. The Obama administration has repeatedly said the shield is needed to fend off a potential threat from Iran, but Russia fears that it could erode the deterrent potential of its nuclear forces.
"If our partners tackle the issue of taking our legitimate security interests into account in an honest and responsible way, I'm sure we will be able to come to an agreement," Medvedev said. "But if they propose that we `cooperate,' or, to say it honestly, work against our own interests, we won't be able to reach common ground."
Moscow has agreed to consider a proposal NATO made last fall to cooperate on the missile shield, but the talks have been deadlocked over how the system should be operated. Russia has insisted that it should be run jointly, which NATO has rejected.
Medvedev also warned that Moscow may opt out of the New START arms control deal with the United States and halt other arms control talks, if the U.S. proceeds with the missile shield without meeting Russia's demand. The Americans had hoped that the START treaty would stimulate progress in further ambitious arms control efforts, but such talks have stalled because of tension over the missile plan.
While the New START doesn't prevent the U.S. from building new missile defense systems, Russia has said it could withdraw from the treaty if it feels threatened by such a system in future.
Medvedev reaffirmed that warning Wednesday, saying that Russia may opt out of the treaty because of an "inalienable link between strategic offensive and defensive weapons."
The New START has been a key achievement of Obama's policy of improving relations with Moscow, which had suffered badly under the George W. Bush administration.
"It's impossible to do a reset using old software, it's necessary to develop a new one," Medvedev's envoy to NATO, Dmitry Rogozin, said at a news conference.
The U.S. plan calls for placing land- and sea-based radars and interceptors in European locations, including Romania and Poland, over the next decade and upgrading them over time.
Medvedev said that Russia will carefully watch the development of the U.S. shield and take countermeasures if Washington continues to ignore Russia's concerns. He warned that Moscow would deploy short-range Iskander missiles in Kaliningrad, a Baltic Sea region bordering Poland, and place weapons in other areas in Russia's west and south to target U.S. missile defense sites. Medvedev said Russia would put a new early warning radar in Kaliningrad.
He said that as part of its response Russia would also equip its intercontinental nuclear missiles with systems that would allow them to penetrate prospective missile defenses and would develop ways to knock down the missile shield's control and information facilities.
Igor Korotchenko, a Moscow-based military expert, was quoted by the state RIA Novosti news agency as saying that the latter would mean targeting missile defense radars and command structures with missiles and bombers. "That will make the entire system useless," he said.
Medvedev and other Russian leaders have made similar threats in the past, and the latest statement appears to be aimed at the domestic audience ahead of Dec. 4 parliamentary elections.
Medvedev, who is set to step down to allow Prime Minister Vladimir Putin to reclaim the presidency in March's election, leads the ruling United Russia party list in the parliamentary vote. A stern warning to the U.S. and NATO issued by Medvedev seems to be directed at rallying nationalist votes in the polls.
Rogozin, Russia's NATO envoy, said the Kremlin won't follow the example of Soviet President Mikhail Gorbachev and take unwritten promises from the West.
"The current political leadership can't act like Gorbachev, and it wants written obligations secured by ratification documents," Rogozin said.
Medvedev's statement was intended to encourage the U.S. and NATO to take Russia seriously at the missile defense talks, Rogozin said. He added that the Russian negotiators were annoyed by the U.S. "openly lying" about its missile defense plans.
"We won't allow them to treat us like fools," he said. "Nuclear deterrent forces aren't a joke."

(Reuters) ? UnitedHealth Group Inc plans to acquire privately held XLHealth Corp in the health insurance industry's latest deal involving Medicare plans for the elderly.
XLHealth, which is owned by private equity firm MatlinPatterson, specializes in plans for Medicare recipients with special needs, including chronic illness, and those low-income beneficiaries who also receive Medicaid government coverage.
The parties did not disclose the deal price, but UnitedHealth said it expected to close the acquisition in the first half of next year and that it would add to earnings.
Bloomberg News, citing anonymous sources, previously reported that UnitedHealth, along with rivals WellPoint Inc and Aetna Inc, were weighing bids for XLHealth potentially valued at $1.5 billion to $2 billion.
XLHealth serves about 113,000 Medicare Advantage plan members in six U.S. states and is expanding into six more next year. It estimates its 2012 revenue will exceed $2 billion.
UnitedHealth is already one of the largest providers of Medicare Advantage plans, with 2.2 million members at the end of September. It expects total revenue to exceed $101 billion this year.
Medicare is an enticing market for U.S. health insurers, as the entry of the postwar baby boom generation into retirement looks to swell the ranks of privately run Medicare Advantage plans.
Such plans now account for 25 percent of Medicare enrollment, compared with 75 percent for government-run plans, but analysts expect that percentage to rise. Medicare beneficiaries can choose to receive their benefits through private health insurance plans.
Last month, Cigna Corp struck a deal to buy HealthSpring Inc for $3.8 billion to jump-start its business selling Medicare plans.

STRASBOURG, France ? Germany deflected calls for the European Central Bank to play a bigger role in solving Europe's debt crisis but did win the backing of France and Italy to unite the troubled 17-nation eurozone more closely.
Europe's biggest economy and the main financier of the eurozone's three bailouts has argued against allowing the ECB to use its firepower to ease a debt crisis that's shown alarming signs recently of spreading to big economies, like Italy.
Instead of using the ECB's cash-printing power, the eurozone's richest countries decided to use political tools to dig their way out of the crisis: Germany and France agreed Thursday to push for changes to EU treaties to bring the eurozone's economic policies more in line with each other.
"In the treaty changes, we are dealing with the question of a fiscal union, a deeper political cooperation ... there will be proposals on this, but they have nothing to do with the ECB," German Chancellor Angela Merkel said Thursday in Strasbourg, France after meeting with French President Nicolas Sarkozy and Italy's new premier Mario Monti.
Many think the ECB is the only institution capable of calming frayed market nerves and Merkel's continued dismissal of a greater ECB role knocked market sentiment and stocks all round Europe fell again after a morning rebound.
Potentially, the ECB has unlimited financial firepower through its ability to print money. However, Germany finds the idea of monetizing debts unappealing, warning that it lets the more profligate countries off the hook for their bad practices. In addition, it conjures up bad memories of hyperinflation in Germany in the 1920s.
For now, all the three leaders agreed on with that current rules were not stringent enough and needed beefing up to prevent a repeat of the debt crisis that's rocked the eurozone for nearly two years.
Sarkozy said "propositions for the modification of treaties" would be presented in the coming days.
He wouldn't elaborate on what these changes may be but said they would be ready in time for the next EU leaders summit on December 9. Treaty changes are, more often than not, a notoriously laborious endeavor.
Merkel said the treaty changes would "make clear that we must take steps toward a fiscal union to express the conviction that we know policies must be more closely coordinated if you have a common, stable currency."
"It is political confidence in Europe that has been lost ? we can only win it back politically," Merkel said.
This was the first meeting of the three leaders since Monti took over last week following mounting market concerns over Italy's huge debt, which stand at euro1.9 trillion ($2.6 trillion), or a huge 120 percent of economic output. Europe's current anti-crisis measures are too not big enough to deal with Italy's debt mountain.
Sarkozy said the three leaders had agreed to meet again "very soon" in Rome at Monti's invitation to continue their three-way dialogue.
The meeting comes amid signs that even Germany and France ? the eurozone's two biggest economies ? are not immune from the crisis that's already seen three relatively small countries bailed out.
All three leaders said they would do what it takes to stabilize the situation and save the euro.
"We want the euro, we want a strong, stable euro ... we will do everything to defend it," Merkel said.
France has been reluctant to resort to changes to EU treaties to improve the way the eurozone countries work together and set policies and prevent future crises. Germany had pushed for such changes, saying voluntary pledges by national governments are no longer enough to boost market confidence.
Merkel also maintained her opposition to the European Commission's new drive for eurobonds.
Germany has opposed the use of eurobonds and has long called on fiscally wayward member states to clean up their own houses with as little outside intervention as possible. A big worry for Germany is that its low borrowing costs would get diluted if eurobonds came into issue and it would then be forced to pay higher rates to tap bond markets.
"It would be completely the wrong signal to lose sight entirely now of these differing interest rates, because they are a pointer to where something still needs to be done and where we need to go further," she said.
Monti, meanwhile, reiterated his pledge to balance Italy's budget by 2013 though he sidestepped the question on whether achieving that aim would require more austerity measures, and if so, whether it risked triggering a recession in the eurozone's third largest economy.

It?s a safe bet that somewhere in every house is a box of home movies?several even. Maybe those movies are on VHS,? Betamax, or even film reels; the one near-constant is that they?re all on old-fashioned media and need to be digitized. Enter Pixorial, a service that takes all that old media and modernizes it. Not only does the company digitize and preserve your media, but it gives you some neat Web-based tools that let you edit and share the results. The process can be nerve-racking when it involves your family?s memories, but Pixorial works well and quickly, and if you can handle the price it?s one of the best ways available to bring your memories into the 21st century.
Converting Your Media
A quick note on pricing before we dive in. Pixorial?s individual prices aren?t high, but there are a number of different costs, and they can add up quickly. The most obvious is for converting your stuff: You?ll pay $14.99 per tape or cassette, and 20 cents per roll of film. (Pixorial will convert VHS, VHS-C, Digital8, Hi8, MiniDV, 8mm, and 16mm for now, but the company says more formats are coming soon.) That?s the only cost you have to pay other than the shipping kit and shipping itself. But to really take advantage of Pixorial, you?ll want to use its Web app, which is free for 1GB of storage, or $5 per month or $49 per year for 25GB. You?ll be shocked how quickly you'll fill 1GB, so plan to pay the $49 if you want to use the Web features.
Setting up with Pixorial couldn?t be easier?the company makes the whole process surprisingly simple. When you first sign up on the site, the first thing you?ll do is order a shipping kit. There are two sizes depending on how much stuff you?re dealing with, but all come with boxes and envelopes for your various media, and are designed to make both yours, and Pixorial?s life easier, dealing with your stuff. You can ship things yourself and save the $4.99-$14.99 cost of the kits, but I?d recommend using them.
Once you ship things off, the company handles the rest, keeping you up to date on the process: I really appreciated the emails updates when my stuff was received, when it was processed, and when it was shipped back to me. Peace of mind is a big deal when you?re shipping fragile and important film across the country, and Pixorial seems to understand that. A couple of weeks later (my order took just over two weeks to finish a hefty amount of video) all of your original media, plus the digitized copies, show up on your doorstep.
As you?d expect (or at least hope), all my media looked good. The DVD quality was high, and there didn?t seem to be any loss between the old videos and the new ones. The one thing I didn?t like was that it was hard to figure out where everything was?I sent in a number of video tapes, and though Pixorial bundles tapes with their returned DVDs there?s still a lot of fast forwarding and rewinding to find a particular scene or tape. The only way to alleviate this, really, is to do it yourself, but having to re-catalog where everything was became a bit frustrating.?
The Web App?
This is where Pixorial really gets interesting. Instead of just turning your VHS tapes into DVDs, which countless other services and devices will do, Pixorial turns them into Web videos that you can do almost anything with, using its online tools. You can watch your videos online, or share them on sites like Facebook and Twitter. Being able to share my family?s old videos on Facebook with one click never stopped being fun. There?s also a basic video editor on the site, which lets you trim the video to cut out the inevitable camera-pointing-down shots, or the moments before the good stuff happens. You can add music to your videos, split them up, and quickly download them or burn them to a DVD. (It?s worth noting you can upload your own videos to your Pixorial account and use the tools that way as well.)
If you?re really feeling enterprising, though, you?ll want to take a look at the Producer tool. Producer allows you to do more advanced video-editing tasks, but in a user-friendly way: You can splice videos together to create a supercut of your favorite scenes, or a longer video made of multiple home movies. (It?s a great way to put together your kid?s pee wee football highlight reel, for example.) It?s nowhere near as powerful as a tool like Apple iMovie, but it gets the job done fine if you just want to add a few fancy transitions, write a note or a caption over top of the film, and share it with the family. Some of these features are only available in Pro mode, though.
All of the editing takes place in your Web browser?there?s a mobile Web app too, and the company says an iPhone app is in the works as well. There are upsides and downsides to using the browser, with the most prominent downside being that the site has a tendency to be very slow. I occasionally waited several minutes for a video to load before I could edit it, and saving any action took a lot longer than it would with a desktop tool. Pixorial smartly has you edit in a low-res version of the video even though the final product is much higher-resolution, but it doesn?t completely fix the problem. Of course, the upside is that you can see your videos from anywhere, and it?s a much more convenient way to create and access videos on the fly.
What Pixorial does is smart: It takes old media and makes it new again, not only by digitizing it but by making it available online, in a place where it can be easily seen and shared. There are certainly less-expensive conversion options out there including plenty of devices for converting home media like the Hauppauge?USB-Live 2, and it?s frustrating that Pixorial can?t handle more types of media, but I?ve not found any other services that offer so many tools. Instead of just converting it to a newer format that won?t age as quickly, Pixorial actually makes your videos available and useful, and at least for me, provided the best way to watch home videos that I?ve had in a long time.

PHILADELPHIA (AP) ? Former FBI director Louis Freeh, tapped to lead Penn State's investigation into the child sex abuse allegations against a former assistant football coach, said his inquiry will go as far back as 1975, a much longer period than a grand jury report issued earlier this month.
Freeh was named Monday to oversee the university board of trustees' internal investigation into the abuse allegations that ultimately led to the ouster of longtime football coach Joe Paterno and university President Graham Spanier.
Freeh said his goal was to conduct a comprehensive, fair and quick review. His team of former FBI agents, federal prosecutors and others has already begun the process of reading the grand jury report and looking at records.
"We will immediately report any evidence of criminality to law enforcement authorities," said Freeh, who has no direct connection to Penn State.
Penn State has faced criticism since announcing that its internal investigation would be led by two university trustees, Merck pharmaceutical company CEO Kenneth Frazier and state Education Secretary Ronald Tomalis.
Faculty members on Friday called for an independent investigation of how the university handled abuse allegations, and the faculty senate endorsed a resolution asking for an independent investigation.
In announcing Freeh's appointment, Frazier stressed the former FBI director's independence. Freeh will be empowered to investigate employees up to and including the board of trustees itself, Frazier said.
"No one is above scrutiny," Frazier said. "He has complete rein to follow any lead, to look into every corner of the university to get to the bottom of what happened and then to make recommendations that will help ensure that it never happens again."
Freeh said he had been assured there would be "no favoritism." He called that assurance "the main condition of my engagement."
Former assistant football coach Jerry Sandusky is accused of molesting eight boys over a 15-year period beginning in the mid-1990s. Authorities say some assaults happened on campus and were reported to administrators but not to police.
Authorities say Sandusky, who retired from Penn State in 1999, met the children through The Second Mile, a youth charity that he started in 1977. By going back as far as 1975, Freeh's investigation would cover the entire time The Second Mile has existed and 24 of the 30 years that Sandusky worked at Penn State.
Amid the scandal, Penn State's trustees ousted Spanier and Paterno. The trustees said Spanier and Paterno failed to act after a graduate assistant claimed he saw Sandusky sexually abusing a young boy in a campus shower in 2002.
Paterno, who has the most wins of any major college football coach, has conceded he should have done more. Spanier has said he would have reported a crime if he had suspected one had been committed.
Sandusky has said he is innocent. He has acknowledged he showered with boys but said he never molested them.
Former school administrators Tim Curley ? who is on administrative leave ? and Gary Schultz are charged with not properly alerting authorities to suspected abuse and with perjury. They maintain their innocence.
Freeh founded an investigation firm, Freeh Group International Solutions, after leading the FBI from 1993 to 2001. He previously served six years as a special agent.
After his time at the FBI, Freeh also did work for credit card giant MBNA, which has business relationships with Penn State and its alumni association. But a spokeswoman for Freeh's investigation said in a statement that it would not compromise the probe. The statement said Freeh has "no previous personal connection to Penn State" and had no role in negotiating MBNA's longstanding business deal with the school.
Freeh's law firm was hired to look into the bribery case involving FIFA's presidential election. Soccer's governing body banned candidate Mohamed bin Hammam for life for bribing voters. The ruling body also banned 11 Caribbean soccer leaders and disciplined others in the corruption scandal.
Freeh said he spoke with Attorney General Linda Kelly on Sunday night and was determined not to interfere with the ongoing criminal case. A spokesman for Kelly said she was aware of the Penn State trustees' special committee but declined to comment on it.
Gov. Tom Corbett called Freeh's selection "a good one," noting his familiarity with grand juries and the role of prosecutors.
Rod Erickson, Penn State's new president, also lauded the selection. He vowed complete cooperation and said Freeh's findings "will prompt immediate actions for which I will remain responsible."
Freeh will report to a special committee comprised of six university trustees; Dan Hagen, chair of the university's faculty senate; Rodney Hughes, a doctoral student in higher education at Penn State; and retired Air Force Col. and astronaut Guion Bluford, a 1964 Penn State graduate.
Officials also announced that anyone who has information related to the probe can contact investigators at a telephone hotline ? 855-290-3382 ? and a special email, PSUhelp(at)freehgroup.com.
Meanwhile, Penn State police have referred a report of an indecent assault at an outdoor swimming pool building to the attorney general's office.
A police log noted the report referred to an incident that occurred between June 1, 2000, and Aug. 30, 2000. The report was made to campus police Wednesday and was noted on Thursday's police log.
When asked if the report was related to allegations against Sandusky, Penn State Police Chief Tyrone Parham said Monday: "We can never describe anything related to a victim or suspect."
State open records laws don't require Penn State to release the full police report.
A state lawmaker who represents the State College area said he was sponsoring a bill that would reverse the exemption ? which applies to Penn State and three other universities that rely heavily on state funding but are independently run.
Rep. Kerry Benninghoff said a "more open climate" might prevent future scandals.

ROME (Reuters) ? Newly installed Prime Minister Mario Monti got straight to work at the weekend, reviewing Italy's parlous finances before a round of meetings in coming days with European leaders to discuss the growing euro zone debt crisis.
Monti easily won confidence votes in record time in both houses of parliament last week, just days after his predecessor Silvio Berlusconi lost his majority and quit -- the latest EU premier to fall victim to the Europe-wide economic emergency.
The new government of technocrats, supported by almost all Italy's main parties, will focus first on enacting austerity measures passed by Berlusconi that aim to balance the budget in 2013 and halt the rise in Italy's monumental debt pile.
But with the economy looking certain to slow, additional measures will be needed and Monti, who is also economy minister, spent his first hours in office reviewing the latest data.
Italian newspapers said on Sunday that new budget measures were likely to be unveiled within two weeks, with a property tax abolished by Berlusconi set to return, plus moves to tackle tax evasion and a cut in payroll taxes to lift employment.
As the broad outlines of his program emerge, Monti will travel to Brussels on Tuesday for talks with Herman Van Rompuy, president of the European Council, and Jose Manuel Barroso, president of the European Commission.
On Thursday he will have lunch in Strasbourg with French President Nicolas Sarkozy and German Chancellor Angela Merkel.
Europe's two main powerbrokers showed growing exasperation with Berlusconi, believing he had failed to grasp the severity of the crisis, and there was obvious relief in Paris and Berlin over the arrival of Professor Monti, a former EU commissioner.
"Up until now Italy was part of the problem, now it is part of the solution," said Daniel Gros, the head of the Center for European Policy Studies in Brussels.
EUROBOND DIVISIONS
But Monti will find himself at odds with Merkel over ways out of Europe's financial crisis, which has roiled markets and raised fears for the future of the euro single currency.
While Germany has rejected calls for common euro zone debt issuance, Monti enthusiastically endorsed the measure before taking office, writing in the Financial Times in July that eurobonds "are the only answer to Europe's crisis."
He is only likely to make headway on this issue if he can show Europe that he has a firm grasp on Italy's finances and a clear vision of how to cut its debt, currently running at a perilous 120 percent of gross domestic product.
Although he secured huge support in last week's vote from a parliament spooked by a sudden jump in Italian borrowing costs, he could face a battle as he tries to win backing for greater austerity or implementing a pledge to liberalize the hidebound economy.
Berlusconi said on Sunday he expected Monti to stay in office until the end of the legislature in 2013. While he was ready to back a new property tax, Berlusconi warned that other measures, such as a mooted wealth tax, were not acceptable.
"The government is made up of highly competent technocrats. That does not mean they have carte blanche on everything. We will be very attentive on every single measure," he told Corriere della Sera newspaper.
"Monti cannot ignore us. (My party) is the biggest party in parliament and will be an irreplaceable point of reference for this government," he added.

The Mariners' Greg Halman celebrates his three-run home run with Chone Figgins, left, on July 19.
updated 8:52 a.m. ET Nov. 21, 2011
ROTTERDAM, Netherlands - Seattle Mariners outfielder Greg Halman was stabbed to death early Monday and his brother was arrested as a suspect, Dutch police said.
Rotterdam Police spokeswoman Patricia Wessels said police were called to a home in the port city in the early hours of the morning and found the 24-year-old Dutch player bleeding from a stab wound.
The officers and ambulance paramedics were unable to resuscitate Halman.
Wessels said the officers arrested Halman's 22-year-old brother. She declined to give his name, in line with Dutch privacy rules.
"He is under arrest and right now he is being questioned," Wessels told The Associated Press in a telephone interview. "It will take some time to figure out what exactly happened."
No charges have been filed in the case.
Halman hit .230 in 35 games and made starts at all three outfield positions for the Mariners in 2011 before being optioned to Triple-A Tacoma.
Because he played professionally in the United States, Halman was not part of the Netherlands team that won the Baseball World Cup in Panama last month. The Dutch beat Cuba 2-1 in the final to become the first European team to win the title.
Born in the city of Haarlem, Halman played in the Dutch Pro League and was part of the gold medal winning Dutch squad at the 2007 European Championship.

Windows: We've covered a lot of screenshot apps in the past. If you use Dropbox for most of your working documents it may make a lot of sense to use CloudShot, the screenshot app that automatically uploads to a specified folder on your system, including Dropbox folders.
The small and free program also includes most other request screenshot tool features: the ability to take screenshots of a specific screen region, the ability to take screenshots of just a window, menu, or tooltip. You can use it with multiple monitors, and it includes a history with the 10 most recent screenshots.
The Dropbox integration, multiple monitors, and history features push this one to the top of the heap of screenshot tools for me. If you routinely take screenshots I recommend giving it a try.
CloudShot is a free download for Windows at the developer link below.

Novartis Institutes for BioMedical Research
Basel, November 17, 2011 The discovery of a new class of dual-acting antimalarial compounds - the imidazolopiperazines (IZPs) was published in the journal Science online, at the Science Express website today1. The findings report on compounds that target both liver and blood infections, attacking the Plasmodium parasite at both stages in its reproduction cycle.
The findings describe how scientists developed a novel assay to determine liver stage activity of candidate small molecules, then used the assay and other tools to identify and optimize a chemical scaffold with activity on both blood- and liver-stage parasites in malaria mouse models. Several other compound classes, also with dual activity, are described and released by Novartis through ChEMBL Neglected Tropical Disease at https://www.ebi.ac.uk/chemblntd.
For over a decade, Novartis has engaged in the front ranks of combating malaria, pioneering the not-for-profit supply of our antimalarial treatment Coartem to the public sector of endemic countries, commented Joseph Jimenez, CEO of Novartis. These new findings further demonstrate our innovative and sustainable research commitment in this important area which has become integral to our corporate strategy for social responsibility.
Scientists from the Novartis Institutes for BioMedical Research, through the Genomics Institute of the Novartis Research Foundation (GNF) and the Novartis Institute for Tropical Diseases (NITD), collaborated with the Scripps Research Institute and Swiss Tropical and Public Health Institute, and received support from the Wellcome Trust, Singapore Economic Development Board, and Medicines for Malaria Venture. This is the second new class of antimalarials discovered by the same group in the last two years and holds promise as a next-generation treatment for malaria if confirmed.
Novartis is committed to the elimination of malaria. Programs with our current anti-malarial treatment have helped save more than one million lives2 to date, but there remains much to be done, said Mark Fishman, NIBR President. Concerns of potential future resistance to current medicines, and the need to treat liver forms of malaria, propel our scientists to devise new medicines. The chemical data from this successful study, and the methods of chemical analysis, have all been released to the public domain. Hopefully, such sharing will facilitate broad-based discovery efforts across the globe towards elimination of this disease.
Researchers believe that future antimalarials will need to work against both blood and liver stages to bring us closer to the goal of eliminating malaria globally. The malaria parasite first infects the liver before moving to red blood cells and causing symptoms. However, after clearance in the blood, reservoirs of parasites can linger in the liver causing relapse and hampering efforts toward complete elimination of the disease. Each year there are about 250 million cases of malaria and nearly one million deaths mostly among children living in Africa3.
It is important to develop new classes of treatment that are one step ahead of the parasite should parasite resistance to current therapies occur, according to researchers In collaboration with research partners, NIBR is working on developing a pipeline of potential new treatment candidates for drug-resistant malaria. Last years development of the spiroindolone class, represented by NITD6094, is now in Phase I human clinical trials, with Phase II expected to commence in early 2012.
Compounds with dual activity are rare among current antimalarials, said Martin Seidel, GNF Institute Director. The activity of the IZP compound class on liver-stage parasites, if it can be confirmed in clinical trials, gives promise to this class as a first-line therapy for the prevention and treatment of malaria.
According to Elizabeth Winzeler, GNF Department Head and lead investigator, Little was known about malaria liver stages when we started this work and as a consequence, we didnt have a good idea about how to approach the problem. Eventually we decided to develop an automated microscopy method to look for compounds that would alter the appearance of the developing liver stages. We are excited that by publishing the full set of compounds active in both blood and liver stages, new targets might be identified.
