LONDON (AP) ? Private intelligence firm Stratfor is in the business of shedding light on the world for its many clients. On Monday, anti-secrecy group WikiLeaks was the one shedding light on Stratfor, saying it had more than 5 million of the company's emails and would publish them in collaboration with two dozen international media organizations.

The small selection so far published on WikiLeaks' website gives a look at the daily routine of the Texas-based think tank, whose clients range from local universities to global megacorporations. One described a $6,000-a-month payment made to a Middle Eastern source, another carried bits of gossip dropped by a retired spy, and many were filled with off-color office banter.

An initial examination of the emails turned up a mix of the innocuous and the embarrassing, but WikiLeaks chief Julian Assange promised more explosive material in the coming weeks.

"What we have discovered is a company that is a private intelligence Enron," Assange told London's Frontline Club, referring to the Texas energy giant whose spectacular bankruptcy turned it into a byword for corporate malfeasance.

Assange accused Stratfor of funneling money to informants through offshore tax havens, monitoring activist groups on behalf of big corporations and making investments based on its secret intelligence.

Stratfor denied there was anything improper in the way it dealt with its contacts.

"Stratfor has worked to build good sources in many countries around the world, as any publisher of global geopolitical analysis would do," the company said in a statement. "We have done so in a straightforward manner and we are committed to meeting the highest standards of professional conduct."

The Stratfor statement suggested the company wouldn't be commenting further on Assange's allegations.

"Having had our property stolen, we will not be victimized twice by submitting to questioning about them," the statement said.

How WikiLeaks got the company's emails remains unclear. Assange refused to answer questions about the matter Monday, but Stratfor said the messages appeared to be the same ones stolen by hackers in December. That breach, claimed by the Internet activist group Anonymous, ravaged the company's servers and led to the disclosure of thousands of credit card numbers and other information.

Wired magazine quoted an unnamed member of Anonymous as saying that the stolen data had been transferred to WikiLeaks, which allegedly acknowledged receiving the transfer using a coded message on Twitter. Anonymous appeared to confirm that account, pointing to the cryptic message "rats for donavon," which WikiLeaks posted on Dec. 30.

Several media groups, including Rolling Stone magazine and German broadcaster NDR, said they have been offered advance access to the emails and will publish stories based on the documents if appropriate.

It's unclear what impact the leak will have on Austin, Texas-based Stratfor. The company counts investment firms, academic institutions and major multinationals among its clients, and one academic said that the disclosure would likely scare away corporate clients.

"When people discover, 'Hey, here's your clients,' then your clients are chilled," said Jeffrey Addicott, the director for the Center of Terrorism Law at St. Mary's University in San Antonio, Texas. "It causes a certain uproar."

Some clients are already facing questions. Among the emails are reports apparently compiled for The Dow Chemical Co. on activists who have targeted the company over its links to the Bhopal gas leak disaster, which killed thousands of Indians and spawned a long-running legal battle.

Dow said in a written statement that "major companies are often required to take appropriate action to protect their people and safeguard their facilities," adding that it operated within the law.

The reports prepared for Dow appeared to be little more than roundups of news stories and Internet chatter, but Stratfor also boasts of more serious sources.

One leaked email quotes Stratfor Vice President of Intelligence Fred Burton bragging about his "trusted former CIA cronies." In another, he promises to "see what I can uncover" about a classified FBI investigation.

Messages left for Burton weren't immediately returned. Stratfor has speculated that some of the leaked emails may have been altered or forged, although the firm did not provide any evidence of tampering. Anonymous said in a Twitter message that the suggestion of forgery was "pathetic."

Another Stratfor email warned about letting people know too much about how the company operated.

"I think showing too much of our inner workings devalues our Mystique," the email said. "People don't know how we collect our intelligence and that's one of the cool, mysterious things about STRATFOR."

Judge awards iPhone user $850 in throttling case

SIMI VALLEY, Calif. (AP) ? A judge in Southern California on Friday awarded $850 to an iPhone user because AT&T Inc. reduced his download speeds in an attempt to manage usage on its network.

Pro-tem Judge Russell Nadel found in favor of Matt Spaccarelli in Ventura Superior Court in Simi Valley. Spaccarelli filed a small claims case against AT&T last month, arguing the communications giant unfairly slows speeds on his iPhone 4's unlimited data plan.

Nadel's ruling could pave the way for others to follow suit. AT&T has some 17 million customers with "unlimited data" plans that can be subject to throttling, representing just under half of the company's smartphone users.

AT&T stopped signing up new customers for those plans in 2010, and warned last year that it would start slowing speeds for people who consume the most data. In the last few months, subscribers have been surprised by how little data use it takes for throttling to kick in ?often less than AT&T provides to those on limited or "tiered" plans.

Spaccarelli said his phone is being throttled after he's used 1.5 gigabytes to 2 gigabytes of data within a new billing cycle. Meanwhile, AT&T provides 3 gigabytes of data to subscribers on a tiered plan that costs the same ? $30 per month.

It wasn't immediately known whether AT&T would appeal the decision. AT&T area sales manager Peter Hartlove declined comment after Nadel's ruling. He argued in court that his employer has the right to modify or cancel customers' contracts if their data usage adversely affects the network.

Companies with as many potentially aggrieved customers as AT&T usually brace themselves for a class-action lawsuit. But in its subscriber contract, the Dallas-based company prohibits customers from taking their complaints to class actions or jury trials. The agreement specifies that customers must go to arbitration or small claims court instead. The Supreme Court upheld that clause last year.

Arbitration and small-claims court cases are cheaper and faster than jury trials, but they force plaintiffs to appear in person and prepare their own statements. In a class-action suit, the work can be handled by one law firm on behalf of millions of people.

That means thousands ?and possibly hundreds of thousands? of people who feel abused by AT&T's policy could seek to challenge the company, one by one, in arbitration or small claims court. The customer contract specifies that those who win an award from the company in arbitration will get at least $10,000. Spaccarelli picked the same amount for his claim. Judge Nadel instead awarded him $85 for each of the 10 months left on his contract.

Earlier this month, a Southern California woman won a small-claims action against Honda over the gas mileage she got out of her Civic hybrid car. She was awarded $9,867. What has been a slow but steady rebound of the commercial real estate industry is on track to pick up pace in 2012, according to a new forecast by commercial real estate services firm Cassidy Turley. Any number of surprises or sudden changes could alter the course, but as it currently stands, such factors as positive national economic data and the increasing number of newly created jobs point to a speedier recovery.

Few anticipated such a rosy forecast. ?Five months ago the expectation was slow growth in the U.S economy, with the real possibility of no growth,? Kevin J. Thorpe, chief economist with Cassidy Turley, told?Commercial Property Executive. ?Under that backdrop, leasing fundamentals would have seen only marginal improvement. With the recent upbeat data, assuming it holds, fundamentals will improve must faster than initially projected, meaning faster declines in vacancy, faster movement towards rent growth,?a stronger outlook?that many half-leased buildings will?be leased up in 2012.?

The numbers tell the story. The Dow?s REIT Index is up from 179 in December 2011 to 191 in January and the total of new jobs created has changed drastically within less than a year. In May 2011, new jobs totaled 54,000 and in January, they totaled 243,000. Those new positions had quite a nice indirect impact on various commercial real estate sectors. Approximately 70,000 of the new jobs were in the professional and business services, which was good news for the office sector, while the industrial and retail markets were aided by the 50,000 manufacturing jobs and the 10,500 retail trade sector jobs, respectively.

Last year, it was the rather superb performance of the industrial market that caught the industry by surprise. ?The manufacturing sector is on a tear and suddenly demand for industrial warehouse space is back to pre-recession levels,? Thorpe said. ?Very few, if any, would have predicted that the manufacturing sector would be one of the brightest spots in the U.S. economy. The low value of U.S. dollar, surging exports, auto-driven growth, advanced manufacturing growth, overseas jobs returning to the U.S., and now an uptick in residential construction ? the stars continue to align for the industrial sector.?

This year, all sectors will benefit this year from the 2.6 percent increase in U.S. real GDP that economists have predicted. The jump will spur the creation of roughly 1.8 million new jobs, which, in turn, will increase demand for commercial real estate accommodations. Cassidy Turley estimates that the new jobs will translate into an average 50 basis points drop in vacancy rates. Office properties will benefit the most, with a drop of 90 basis points. Industrial will likely experience a decline of 60 basis points and retail will see vacancy rates wane 10 basis points. The multifamily sector will remain on top with an anticipated 130 basis points plunge. Further bolstering the outlook is the fact that new development in most sectors is trailing approximately two-thirds behind the historical trend.

The outlook is bright, but not blinding to commercial real estate industry players; the threat of over confidence in the near future is slim, Thorpe believes. ?Commercial real estate always gets too comfortable eventually, and it invariably overbuilds,? he noted. ?But is that occurring right now? No. The industry is nowhere near that point in the cycle.?New construction is razor thin, lending conditions are still tight and developers are still exercising extreme caution.?

Mercury workers gather 50 years after Glenn launch

CAPE CANAVERAL, Florida (AP) ? Veterans of NASA's Project Mercury have landed in Cape Canaveral this weekend to celebrate 50 years of orbital flight.

This Monday will mark the golden anniversary of John Glenn's momentous circling of the globe.

More than 100 men and women who helped launch Glenn and the other Mercury 7 astronauts gathered at Kennedy Space Center on Saturday. They traveled by the busloads to Launch Complex 14. That's the pad from which Glenn rocketed away on Feb. 20, 1962, to become the first American in orbit.

Now in their 70s and 80s, the Project Mercury retirees took pictures of the abandoned pad and nearby blockhouse, and of one another. Later Saturday afternoon, they were in for a special treat ? a meeting with Glenn and Scott Carpenter, the last two surviving Mercury astronauts.

Egyptian lawmakers intervene to allow expelled Christians to return home

A parliamentary delegation met with locals yesterday in the village of Sharbat, where sectarian strife had led to the expulsion of eight Christian families.

Five of eight Christian families who were expelled from their village after sectarian strife in Egypt?s delta can now return, announced a parliamentary delegation that visited Sharbat yesterday to investigate.

That some of the families may return is a positive development, but the continued reliance on informal mediation instead of the rule of law to end the crisis is worrying, says Ishak Ibrahim, a researcher for the Egyptian Initiative for Personal Rights. The original decision to expel the families was also made by an ad hoc council, a traditional system of local justice that often leaves victims of sectarian conflict little recourse.

?I think we need to apply the law. It?s a shame that members of the People?s Assembly use this illegal method? to address the results of the initial mediation, he says. ?They didn?t uphold the law and the state.?

On Jan. 27, following rumors of an affair between a Muslim man and Christian woman in Sharbat, villagers attacked and burned several Christian homes and shops. One Christian man fired a gun into the air during the confrontation, which Muslim residents said incited violence. Village leaders, at a series of unofficial reconciliation meetings overseen by police and governorate officials and some attended by members of parliament, decided that eight Christian families would leave the village.

All of the families were related to either the man who supposedly had the affair or the man who shot a gun. Those related to the shooter were the ones given permission to return.

The parliament members who visited yesterday represented a range of parties, both secular and Islamist. Members from Islamist parties were present at the initial ?reconciliation councils.?

They announced that the families of those related to the man who shot the gun during the attack could return, and asserted that they were never forced to leave in the first place but chose to leave for their safety.?The patriarch of the four families who may now return, Abu Suleiman, said this week that the committee told him he could leave the village or face continued attacks.

The statement by parliament members did not mention the remaining three families, and blamed media for exaggerating and worsening the situation. It also urged police to investigate the attacks on Christian homes and shops.

Swiss craft janitor satellites to grab space junk

GENEVA?? The tidy Swiss want to clean up space.

Swiss scientists said Wednesday they plan to launch a "janitor satellite" specially designed to get rid of orbiting debris known as space junk.

The 10-million-franc ($11-million) satellite called CleanSpace One ? the prototype for a family of such satellites ? is being built by the Swiss Space Center at the Swiss Federal Institute for Technology in Lausanne, or EPFL.

EPFL said Wednesday its launch would come within three to five years and its first tasks are to grab two Swiss satellites launched in 2009 and 2010.

The U.S. space agency NASA says over 500,000 pieces of spent rocket stages, broken satellites and other debris are being tracked as they orbit Earth.

The debris travels at speeds approaching 17,500 miles per hour (28,000 kilometers per hour), fast enough to destroy or inflict costly and time-draining damage on a satellite or spacecraft. Collisions, in turn, generate more fragments floating in space.

"It has become essential to be aware of the existence of this debris and the risks that are run by its proliferation," said Claude Nicollier, an astronaut and EPFL professor.

Building the satellite means developing new technology to address three big problems, scientists say.

The first hurdle has to do with trajectory: The satellite has to be able to adjust its path to match that of its target. EPFL said its labs are looking into a new ultra-compact motor that can do this.

Next, the satellite has to be grab hold of and stabilize the debris at high speeds. Scientists are studying how plants and animals grip things as a model for what would be used.

And, finally, CleanSpace One has to be able to take the debris, or unwanted satellites, back into Earth's atmosphere, where they will burn on re-entry.

Swiss Space Center's director, Volker Gass, said it hopes to someday "offer and sell a whole family of ready-made systems, designed as sustainably as possible, that are able to de-orbit several different kinds of satellites."

She was on everyone?s mind from the start, but with so much expectation, the question remains as to whether Whitney Houston received her due respect on last night?s Grammy Awards telecast. Though producers acknowledged beforehand they would only be holding a brief memoriam to the artist, in a world spellbound by Houston?s music, it simply wasn?t enough for many.

Powerhouse singer Jennifer Hudson?sang the late pop icon?s classic, ?I Will Always Love You,? flanked by a white light and set to an accompanying piano part. Brought to tears, Hudson, who's?known tragedy and grief in her own young life,?kept it modest and sentimental.

Additionally, Houston was mentioned countless times throughout the night, from LL Cool J opening the show with a prayer in her honor, to fellow friends and artists dedicating their own performances to the diva?s divine presence.

But in?a lengthy broadcast with tremendous sets from the likes of Paul McCartney, Bruno Mars, and Adele, Houston?was but?a brief interlude in the mix.

For some, it was about?the placement of Hudson?s tribute, falling somewhere mid-show. Others felt the act was too short-lived, that even radio stations handled it more appropriately.

Fan Michelle Brown tweeted, ?They just did a longer Whitney tribute on Power 106 than at the Grammys.?

The mission to produce a perfect honor to the singer might have been near unattainable with such little time to plan?Hudson was given the daunting task only a night before the show, and her original duet partner, Chaka Khan, backed out at the last minute.

Khan explained on her Twitter page, ?As I grieve for the loss of my friend and 'little sister,' I don?t feel it appropriate to perform at this time. Continue to pray for the family.?

If you relied on the mainstream media, you would conclude that Arizona is anti-immigrant, while California is pro-immigrant. You would conclude that Republican Arizona Governor Jan Brewer must hate immigrants. After all, she signed SB-1070, which requires police to refer illegal immigrants to Immigration if they are arrested for other crimes. The law was passed after illegals committed a series of crimes, culminating in the murder of well-known rancher Robert Krentz, a man who went out of his way to help others.

But Democratic California Governor Jerry Brown would never sign such a law, and the Democratic California legislature would never pass it. Besides, many Arizonans agitate for better border enforcement by the federal government, while fewer Californians seem concerned with this problem.

So at first glance, Arizona seems anti-immigrant, while California seems pro-immigrant. But if we look more deeply, we might come to another conclusion. First of all, we need definitions of ?anti-immigrant? and ?pro-immigrant.?

Is it ?anti-immigrant? to insist that immigration laws be enforced by the federal government? Or is this simply remembering that the Constitution requires that the president ??shall take care that the laws be faithfully executed?? Not ?may? but ?shall.? It?s mandatory, not optional. The president ? and the executive branch he heads ? have no power to choose which laws they will enforce. A president who had that power would be a dictator.

Those who object to immigration laws have the obligation to petition Congress to amend them. Urging that these laws be ignored is an invitation for the government to ignore other laws as well ? perhaps laws you depend on. A government that ignores laws whenever it pleases loses the respect of the people. The anger of Arizonans is an early manifestation of that fact. Arizona is neither anti-immigrant nor pro-immigrant ? it is pro-law.

That brings us to California. A recent source of controversy is the law that when a driver is stopped for a traffic violation and has no license, the car can be impounded for 30 days. The law was passed by the Democratic legislature to deal with the epidemic of unlicensed, uninsured drivers.

But ?pro-immigrant? groups point out that impounding the vehicle of an illegal immigrant will impair his ability to work and support his family. Yes, and impounding the vehicle of a citizen or a legal immigrant will have precisely the same effect. But Los Angeles Mayor Villaraigosa prevailed on Police Chief Beck to amend the policy. If the unlicensed driver is an illegal immigrant, he has the option to call a licensed driver to take his car away, so that it will not be impounded. That is, another law will be enforced or not at the whim of those in power.

This policy will help illegals to keep their jobs ? which are illegal for them to have in the first place. But what will the policy do to the way illegals are viewed by the general public? Rather than being an unfortunate group deserving of sympathy, some people will now see them as a privileged group deserving of anger. Ordinary people have to go through the hassle and expense of renewing their license and registration, getting smog checks, and buying insurance ? which is more expensive because of uninsured drivers. But when the law-abiding citizen?s car is rear-ended by an unlicensed, uninsured driver, that anger may manifest itself.

Poor immigrants deserve sympathy. Yes, but do illegal immigrants deserve more sympathy than legal immigrants? Public hospitals and public schools in California, and all the Southwest, are overcrowded. Immigrants deserve humane health care, and their children deserve decent educations. But how, exactly, are we meeting these obligations? Not too well.

In the 1960s, the L.A. County-USC Medical Center had about 1200 beds ? and Los Angeles had about one million fewer people. In recent years, the hospital had shrunk to 800 beds, and the old building was replaced with a new one with 600 beds. That is, the ?pro-immigrant? rulers of Los Angeles reduced the number of public-hospital beds by 25% ? at the same time that they encourage a continuing influx of immigrants.

The same holds for schools. But here, we deal not only with overcrowding, but also with appalling behavior that would never be tolerated in the upscale public or private schools where the ?elite? sent their children.

Consider Miramonte Elementary School. A teacher has been accused of sexual child abuse since 1994, but he remained in the classroom. A few years ago, a teacher?s aide was convicted of sexual child abuse and sent to prison. More recently, a female teacher?s aide in her fifties sent love notes to a student. She was transferred to another school. Finally, yet another teacher was arrested for sexual child abuse ? the fourth member of the teaching staff to be accused by children who never met one another, but who tell similar stories. Lawsuits will cost the school district millions, further depleting funds needed for education.

This school is located in an area where most residents are immigrants, some illegal, from Mexico and Central America. They were afraid to call the police and told only the principal and a counselor, who did nothing. Years passed until the situation was brought to light ? by a photo clerk at a drugstore.

This is one school, but is it an isolated incident? I believe it is part of a pattern of modern peonage ? a kinder, gentler, more progressive peonage, but peonage nonetheless. The process is as follows:

1. Pretend to do something about border security. Build half a fence. Raid a few businesses that hire illegals. But really do as little as possible. On the contrary, punish border patrol officers who vigorously enforce the law.

2. Build a new public hospital to show off to visitors, but make sure it has 25% fewer beds. Spend taxpayers? money to benefit contractors, not to benefit patients. Turn the older, larger hospital into offices for bureaucrats. More paper-shufflers, fewer patients ? the bureaucrat?s dream. (ObamaCare, anyone?)

3. Build a few lavish public schools to show off to visitors, but not nearly enough for the children of the immigrants you let in. In one case, a high school cost over one-quarter billion dollars, while other students lacked textbooks and clean water, or even any water.

4. Make sure that the schools have Aztec-style murals, that the schools observe Cinco de Mayo, and that bilingual classes continue for all 12 years. The object is to produce manual workers (some named Manuel) who are subservient, have limited English skills, and always vote Democratic ? but who have little sense of being Americans.

5. Ensnare immigrants from Latin America into recreating the conditions from which they escaped ? deficient schools, corrupt politicians, and a rigid class system from which it is difficult to escape. How ?pro-immigrant? is that?

Now Los Angeles may cancel all adult education because of lack of money. This would remove the only resource 350,000 adults have to learn the English and computer skills they need to get good jobs. But those who keep immigrants in an underclass still portray themselves as ?pro-immigrant.?

In fact, many people are pro-immigration but anti-immigrant. That is, they favor unlimited immigration, but then do nothing for the immigrants ? or for those the immigrants affect adversely. If you cook, you will find many recipes that say, ?Add ingredients slowly while stirring.? You will find no recipes that say, ?Dump ingredients into pot without stirring.? That is sure to produce a nasty mess.

America doesn?t just have immigrants. America is immigrants. No one appreciates freedom like someone who grew up without it. But freedom requires people who are educated to be free, not to be members of a subservient underclass.

The truly pro-immigrant are those who want to allow in only the number of immigrants we can accommodate, and then assure that they have adequate public hospitals and public schools. Pro-immigrant is as pro-immigrant does.
